Particular elements of the concept of stages of reviewing resolutions and decisions in cases on administrative offences are under consideration in this article. The authors evaluate the expediency of the existing procedure for determining the initial moment of counting out the term of appeal in the case, the expediency of the rule on impossibility of reviewing the case by the court that issued the initial resolution in the case on an administrative offence, as well as the possibility of choosing between judicial and non-judicial procedure for appealing the resolution in the case on an administrative offence.
