The establishment of budgetary authorities of the Russian parliament in 1905-1907

One of the major forms of representative institutions supervision for the government performance was budgetary authorities of the State Duma. The occurrences of the Russian Parliament under the supervision over executive power in the financial sector were limited by the following circumstances: the presence of expenditure items, which are out of court by parliament members; the presence of costs and revenues, which could not being cut and increased by action line reading; the prescribed order the government expenditures approvals on the clauses of government agency estimate, that gave an opportunity to the ministries and departments to change purpose of loans, included the various costs in one clause; the existence of a rule about extra-budget loans.
