Formation and development of the state council as a chamber of the supreme legislative body of the Russian empire (1810-1917)

The article analyses the place and role of the State Council in the state mechanism of the Russian Empire. The author considers the features of transformation of the state body that was engaged in discussing and preparing the bills into the Upper Chamber of the first Russian Parliament.
