Formation and development of the system to train post-graduate students in the Vologda oblast

Research in historical aspects of the post-graduate training system becomes popular, as the scientific community actively discusses reforming post-graduate school and considers Soviet experience in this sphere. In this regard, it is also interesting to study the history and experience of post-graduate studies in certain universities and organizations at the regional level, which is the purpose of this article. The system of Soviet postgraduate studies, based on methods of state management at the regulatory level and controlled by the party, was not an entirely and permanently formed phenomenon, it developed and improved over a long period. The paper discloses creation of the system of scientific personnel training in the Vologda Oblast, which developed simultaneously with formation of higher education, at the premises of 3 university centers (Vologda State Dairy Farming Academy Named After N.V. Vereshchagin, Vologda State University, Cherepovets State University) and a scientific organization (Vologda Research Center of the RAS). The study concludes that the necessity to create a post-graduate school in the existing university centers of the Vologda Oblast arose in connection with intensified scientific activity and the need to reproduce human resources of the organization. The institute of post-graduate studies, established and functioning at the universities for a long period, provides high school, which is one of the most important components of region’s intellectual potential, with highly qualified specialists. The article materials can be useful for authorities, management and teachers of universities in the region, and researchers to analyze and discus prospects for higher education development.
