The formation and development of territorial public self-government as an institution of civil society in the Russian Federation

The article considers problems of formation and development of such Institute democracy as a territorial public self-government. The research allowed to allocate stages of formation of local self-government as a form of public self-governing authority in the legal system of the Russian Federation.
