Development of universal international social security standards

In this article historical development of the universal international social security standards is analyzed. Research of the main International Labour Organization (ILO) conventions and recommendations in the field of social security shows that there is a tendency towards extension social security coverage and protection of minimum income. Special attention is focused on the problems of the international social security standards in modern times, the influence of globalization. It is pointed at the end of XX century the decrease of state role in realization of social and economic rights had negative results. It led to further development of the international social security norms. It is noted the increased importance of the international standards in modern times under the proliferation of the neoliberalism in the society.
