The Establishment of the Local Power Structure: from Pre-Revolution to Soviet Era

The article examines some aspects of the local structure formation in the pre-revolutionary period to the Soviet form of power. This transformation was preceded by certain circumstances, which were outlined in stages and argued by the author of the article in a clear chronological order. Special attention is paid to events that directly or indirectly determine the strengthening of the independence of local authorities and their further separation from the public sector, which in the testing context did not meet the expected results. Today, the government has a common outline. In this regard, it seems necessary to investigate the origins of the local structure formation and analyze its legal status in comparison with the current stage of the institution of local self-government’s development. The paper presents various views of scientists characterizing the essential features of transformations, in the course of which their own opinion on the development of the legislative framework governing the activities of local authorities is formulated. The purpose of the work is to study the stage of the local structure formation at the designated boundary, to identify the possible correspondence of its legal status in the process of comparison with the current legislation on local self-government. As a result of the analysis, generalization of legislation and the application of the comparative legal research method, it is assumed that the similar direction of the modern vector of power with the previous surveyed stage is justified in terms of the unity of its constituent elements.
