Formation of the system of soviets in Krasnodar territory in the 1930-1940's

The article considers the formation of the system of Soviets of Krasnodar region in the 1930s-1940s; it presents the activity problems of the authorities formed under wartime conditions. Particular attention is paid to the damage caused by the outbreak of the Great Patriotic War to public authorities and ways to normalize the activities of regional and local authorities.
