The development of education in Russia at the end of the 19th - beginning of the 20th centuries is examined in the context of the development and establishment of social partnership as a sphere of social interactions, social relationships and social cooperation of its participants. It is shown that the socio-pedagogical movement, uniting representatives of various social circles, but primarily the intelligentsia, was the locomotive of social partnership at the initial stage. This movement stimulated the development and reform of education, the involvement of the parent community in the life of the school, and the dissemination of advanced pedagogical ideas. However, the full use of the potential of social partnership in the field of education in Russia was hindered by the politicization of the public pedagogical movement, the clash of conservation conservatism and democratic radicalism. Ultimately, school and public education became hostages of the political struggle, which led to the abandonment of the previous forms of social partnership after the October Revolution, although the experience accumulated during that period was used to eliminate non-literacy and create a mass school.
