The adoption of the Criminal Code of the Kyrgyz Republic in 1997 was a progressive step in the course of reforming the State’s policy in the field of criminal law, since this Code was focused on maximizing the security of the individual, society and the State, designed to promote the formation of a new society, the establishment of legality, the rule of law, and the fundamental principles of international law in it. The Criminal Code of the Kyrgyz Republic of 1997 has very significant differences from the previous one adopted in 1960, since in the legislative format it reflects the new situation that has arisen in most spheres of society related to the independence of Kyrgyzstan. The peculiarity of the code is its deideologization. The priority task of the Criminal Code of the Kyrgyz Republic was to protect the interests of the individual, human rights and freedoms; thereby a new hierarchy of social values subject to criminal protection was defined in the criminal law.
