Statistical assessment of the accessibility of housing and communal services for the population: regional aspect

The methodology of statistical assessment of availability of housing and communal services (HCS) for the population is considered. The proposed approach involves identifying physical, economic and informational availability of HCS. The range of indicators determining the specified aspects of availability of services for the population is determined. The method of constructing a rating system according to the methodology of V.L. Sazykin was tested and rating estimates were obtained for ranking the regions of the Russian Federation by indicators of availability of HCS services. The leading and poorest regions were determined by a comparable range of indicators. Territorial heterogeneity in the costs of HCS was revealed. The factors influencing the availability of HCS were analyzed using the example of the urban economy. Multivariate statistical analysis was conducted to identify differences in the assessment of the quality and availability of HCS in the context of groups of urban facilities. Cluster profiles were obtained, their typological characteristics were analyzed. Qualitative features of the obtained groups of facilities were analyzed. The advantage of the proposed methodology is that it provides a tool for quantitative formalization of the availability of housing and communal services, unlike existing, traditional assessment methods based on the subjective perception of the quality of services by respondents. This technique can be applied to various municipal enterprises.
