Statistical assessment of correlation between institutional structure and investment activities in the housing and public utility sector

The article deals with institutional transformations in resource providing subindustry of the housing and public utility sector, and their analysis which is concerned with transition from the state and municipal forms of ownership to the private one by transformation of the state and municipal unitary enterprises into the commercial partnership with a total or partial private business share. The bigger the private-owned share is in the housing and public utility sector the more own and involved non-budget funds are used in the total amount of investment resources. The author considers a problem of the high wear and tear of the fixed capital resulting in increase in municipal services’ tariffs.
