Statistical estimates of inclusive employment in B elarus and its regions

The relevance of the study is that inclusive employment is the inclusion, which involves joint labor activity, of a worker with disabilities (WD) in a specific production process. The concept of "inclusive employment" is part of the general system of labor inclusion. Labor inclusion involves joint labor activity of a worker with disabilities in a specific production process. This is a form of labor organization in which each worker, regardless of their physical, social, emotional, mental, linguistic, intellectual and other characteristics, is given the opportunity to be employed in the national economy. The results were obtained during the study. A trend of stable growth in the structure of the entire employed population of the number of employed disabled people has been revealed. It has been shown that this indicator is relatively low, but its constant growth is becoming a social problem that requires regulation. Regional monitoring has shown that, although not very significant, there is a positive trend in the number of employed disabled people in regional labor markets. Regional trends have been identified that indicate a steady reduction in the number of people employed in the national economy and an increase, against this background, in workers with disabilities. It has been proven that in the regions of the Republic of Belarus there is an increase in the level of wages of workers with disabilities. There is a reserve for growth in wages of workers with disabilities – a reduction in the number of such workers. It has been proven that the work of workers with disabilities is paid in direct proportion to the amount of time spent. It has been noted that the average wage of such workers decreases with an increase in the time worked. A hypothesis has been formulated that this phenomenon is due to the fact that with a greater amount of time worked, the labor intensity of such workers does not increase and their productivity remains low. The article presents assessments of inclusive employment using the example of the Mogilev region and reveals that the level of wages of workers with disabilities in this region is an order of magnitude lower than the national level. It has been proven that the Mogilev region is an "outsider" in terms of the level of nominal accrued wages of working disabled people. The author concludes that this region is unique in that there is no obvious relationship between the nominal accrued wages and the list of employees in this category, nor between the wage fund and the accrued average wages of these workers. All this requires corrective measures of inclusive employment policy at the level of the region and the country as a whole.
