At the present stage of development of our society, the problem of the legal literacy of the population is becoming increasingly relevant. Knowledge of rights and obligations partly guarantees their observance. Ignorance of such leads to rash acts and actions for which responsibility should be held.
Legal literacy is inextricably linked with generally accepted norms and rules, the violation of which is an offense. Particular attention must be paid to women. Legal illiteracy can be the cause of deviant behavior of minors, asocial lifestyle and unlawful behavior. Therefore, there is a need to create conditions for the development of widespread promotion of legal literacy among women.
Legal literacy is a general acquaintance with the legal foundations of the state, types of law and the rules governing the relations of people on the basis of the law. Legal literacy becomes an effective force only when it organically interacts with civil and legal consciousness. Civic consciousness helps to understand the essence and social significance of legal norms aimed at protecting the interests of a democratic society and its citizens. Moral consciousness contributes to the deep assimilation of the rule of law; it allows you to see and recognize the boundary of moral behavior, beyond which immoral and illegal acts begin. Teachers of law have an important task to increase the level of legal literacy among students, find ways to solve the problems at school, and make the teaching of the Civil Society course more effective.
In February 2018, the President of the country signed the Decree "On measures to radically improve activities in the field of supporting women and strengthening the institution of the family," aimed at creating effective mechanisms for comprehensive support for women, organizing targeted work with them, and strengthening and improving the spiritual and moral environment in families.
The Program of comprehensive measures to support women and strengthen the institution of the family, consisting of five chapters and 56 points, aimed at ensuring the implementation in practice of the priority directions and tasks of the Presidential Decree “On measures to fundamentally improve activities in the field of supporting women and strengthening the institution of the family” was approved.
In order to increase the activity of the Women's Committee of Uzbekistan, as well as radically improve its activities in the field of supporting women and strengthening the institution of the family, the priority areas of the Women's Committee of Uzbekistan have been identified. The updated structure of the Women's Committee of Uzbekistan and its territorial divisions was approved.
From April 1, 2018, the decree introduces the position of a specialist in working with women and strengthening spiritual and moral values in families, one unit in each gathering of citizens and two units in gatherings of citizens in whose territory 2 thousand or more families reside, instead of a consultant on issues of religious education and spiritual and moral education of citizens rallies.
In order to conduct fundamental, applied and innovative research in the areas of family values and traditions, the Scientific and Practical Research Center "Oil" under the Cabinet of Ministers and its territorial divisions are being created on the basis of the Republican Scientific and Practical Center "Oila" (Family). Along with organizing a comprehensive study of reproductive health and the demographic development of the family, defining the criteria for a modern exemplary family, collaborating with international and foreign organizations, research institutions in the study and exchange of experience in the field of family and marriage relations, the main objectives of the Oil Center are broad propaganda and implementation in society of the conceptual idea “A healthy family is a healthy society”, as well as the constitutional principle “The family is under shield society and the state."
At the same time, in order to increase responsibility and specifically determine the terms of reference of the Women's Committee and the Oil Center, personal responsibility of the management of the Committee and the Center and their territorial divisions in resolving issues of family and women is established.
In accordance with the decree, from April 1, 2018, the registry office bodies in their main area of activity related to the registration of acts on marriage, strengthening the institution of the family, preventing family divorces are subordinate to the governors of the districts (cities).
