The introduction of innovations and new technology is promoted by the national economic policy aimed at maintaining and stimulating innovation activity, boosting the innovation process at all its stages and at all levels of the economy. The policy currently being implemented has a certain impact on the innovation process. However, many of its directions are insuffi ciently effective; they do not fully take into account the available resource base and the specifi cs of innovation activity. The unresolved problems existing in this area increase the theoretical and practical signifi cance of studying the issue of stimulating innovation. The scientifi c novelty of the research lies in the development of methodological approaches to substantiating methods and tools for promoting innovation. The results can be used to analyze and forecast innovative development of national and regional macrosystems in order to form recommendations for policy changes. The scientifi c signifi cance of the study lies in the possibility of using proposals to promote innovation in the state innovation policy.
