Demand Stimulation as a Key Factor in the Development of Creative Industries in the Regional Economic System

The article considers the problem of creative human capital migration from regions of the Russian Federation. This process is caused by insuffi cient demand for products and services of creative entrepreneurs. The article shows that traditional supply-side support measures are insuffi cient without targeted creating of sustainable market demand. The author proposes and systematizes a set of practical measures for regional authorities, aimed at creating and structuring demand through the mechanisms of public-private partnership, integration of creative products into large infrastructure projects and targeted use of regional marketing tools. Special attention is paid to the synergistic effect of the proposed measures implementation, which is expressed not only in the staff retention, but also in increasing the visual attractiveness of the urban environment and strengthening its unique identity.
