Are national minorities "suffering"? Experience of involving representatives of ethnic minorities in government

Foreign historiography considers ethnic minorities in comparison with other communities as “suffering”, i.e. having few rights in society in comparison with the titular peoples, whose names are named state formations. In Russian historiography, in recent years, attention has been noticeably focused on the study of this problem by historical science. Many facts have been revealed about the place and role of ethnic minorities in Russia in the process of the formation of this or that statehood, including in relation to Russian historical science. Articles appear on the history of individual ethnic minorities, about which little was previously known in science, Lazes, Swedes, Khemshins, Gypsies, Meskhetian Turks, Russian Dukhobor communities and many others. Scientific works have also been published on the participation of ethnic minorities in the defense of the Fatherland during the Great Patriotic War, in the settlement of interethnic conflicts, as well as on various issues of legal support of ethnic minorities, on their involvement in the work of local authorities, local self-government, production management. Both in foreign and in Russian historiography, attention and assessment of their role is attracted both in works published by scientists from near and far abroad. And in the conditions of our time, the problem remains relevant and requires its further comprehensive study.
