Insurance premiums as the basis of the functioning of state off-budgetary funds

This article examines insurance premiums as an element of public legal relations in the field of financial law. The principles of operation of insurance premiums are proposed, the stages of development of insurance administration are presented, the social and legal significance of insurance premiums in the system of financial law is analyzed. The article studies insurance premiums in their dependence on the entities by which they are paid and determines the direct relationship of the legal status of insurance premiums with the socio-political situation in which the implementation of legal relations related to the payment of insurance premiums to state extra-budgetary funds takes place. The conclusions identify the methodological significance of the modern reform of the compulsory insurance system
