The article studies the possibilities of using the tools of reference strategies and strategic alternatives for the formation of scenario for forecasting variations of a development strategy. Based on an analysis of the most recognized typologies of strategies and strategic alternatives, we substantiate the choice of one of them as universal for most regions and municipalities and providing enough information to model future variations.
