In the course of this study, the authors studied the issues of the development of small and medium-sized enterprises for the period 2017-2021 in the economy of Russia, in Latin America and the Caribbean. Analytical data on the development of small and medium-sized businesses in the analyzed countries are presented, problems affecting the economic stability of small and medium-sized enterprises at the present stage in the conditions of a pandemic are identified. During the study, the authors identified the main problems of strategic management in the regions of the Russian Federation, and showed the principles of the implementation of the small and medium-sized businesses Development Strategy, which should contribute to the growth of the number of small and medium-sized businesses by 2030 in the Russian Federation, as well as the prospects for the development of small and medium-sized businesses entities in Latin America and the Caribbean.
