Strategic priorities for formation and development of human capital in the system of municipal governance

The article updates the need to conduct scientific research on the issues of determining strategic priorities for the formation and development of human capital in the system of municipal government. The authors assessed the modern processes of systemic interaction between human capital and the digital economy at the municipal level. Educational vectors for the development of human capital in the context of the functioning of the digital economy have been formed and their characteristics are disclosed in detail. Conducting a content analysis made it possible to identify strategic priorities for the development of human capital in the municipal government system of Bashkortostan in relation to the areas of education and healthcare. It is summarized that municipal management of human capital is a key component of the effective work of local governments, and the optimal use of human capital will significantly reduce bureaucratic procedures, improve the quality of management decisions and provide favorable conditions for the life of the population of municipalities.
