Strategic planning of social development in the paradigm of responding to “big challenges”

Modern technologies of social development and the search for answers to the challenges facing society are often reduced to separate areas of activity in management, including government, economics and social policy. However, collective goal-setting at the national level often faces existential challenges in social sciences and legislation, defined as “big challenges”. In this article, the author examines various forms of analysis and identification of “big challenges”, as well as the specifics of the “big challenge” in terms of the methodology of an intelligent response to such a challenge. Philosophical reflection, therefore, becomes the highest level of creation and application of intelligent technologies necessary for strategic planning and the choice of directions for social development.
