Competent strategic planning ensures high rates of territorial socio-economic development, increases the regional and municipal competitiveness. Strategies of socio-economic development of different territories are long-term strategic documents, which presupposes the definition of priorities and goals of territorial development for 10-25 years. However, in conditions of uncertainty and global risks and threats, including those related to the COVID-19 pandemic and large-scale sanctions, it is necessary to clarify approaches to the principles and procedures for developing and updating strategic planning documents. The purpose of the paper is to analyze the degree of the municipal strategy realizability and identify challenges, threats, and opportunities for the future development of the territory on the example of Yekaterinburg. The analysis of the implementation of the Strategic Development Plan of Yekaterinburg on 103 indicators in the context of strategic directions is carried out. It was revealed that the impact of the pandemic had a particularly acute impact on the development of healthcare and the demographic situation; the dynamics of investment activity, wage growth, the development of the hotel business and the attraction of foreign citizens, exhibition activities, the volume of consumer services and catering services slowed down. The authors consider these processes in the context of the theories of adaptability, resilience, and shock resistance of territories.
