The methodology of strategic cluster planning proposed in the article is based on profound understanding of cluster features as economic systems. The sphere of cluster standardization planning should include both market goods i.e. goods demanded on the market, and non-market goods – mentality, culture, knowledge, etc. – produced by the enterprises. Consequently there emerge a number of new sections of standardization and different processes of quality management system.
