Strategic appropriateness of human capital as a leading element in the non-material assets of the region

In the article an attempt to draw attention to the criteria of strategic appropriateness is made in regards of orientation to knowledge economy based on innovation, promoting the growth of technical level of domestic production. The authors propose a detailed approach to the promotion and development of human capital based on separation of two elements that will be the basis for differentiation of developing strategic programs.
