Strategies for reproducing the higher educational institutions' intellectual core under the conditions of the teaching personnel ageing

The paper focuses on the current reform of the higher education system and on the social policy measures aimed at renewing the teaching personnel in Russia and Germany; there are examined the primary factors of the personnel ageing in higher educational institutions, as well as the possibilities for diversification in the use of human resources in the higher education system under the growth of educational services export; a special attention is paid to development of the system of academic mobility of university teaching personnel and students.
