Strategy and mechanisms for the development of scientific and educational collaborations

The article discusses the creation of regional, interregional and international scientific and educational collaborations. The main trends in the field of education are revealed. It is shown that the integration of university research and educational collaborations should go in the following directions: the formation of an innovative and informational and environmentally-oriented economy in the region. It is revealed that the mechanism for implementing the program for the development of university scientific and educational collaborations is aimed at effectively achieving strategic development goals in the face of increasing changes in the social and economic systems of the regions and the constant development of educational systems and technology. The basic principles of implementing the strategy for the creation of scientific and educational collaborations such as flexibility of the strategy, readiness for adaptation, preactive forecasting of development risks; involvement in the strategy of teams of other development stakeholders, openness of the strategy, application of methods of process-oriented and project-oriented management of the implementation of the strategy are revealed. The analysis of the internal and external environment, inventory of potential, establishment of key performance indicators, development of a set of measures (mechanisms) for the implementation of the strategy, development of a coordination mechanism are presented as stages of the implementation mechanism, assessment of implementation results, corrective actions and monitoring of the situation.
