The article describes the need to study the strategy of behavior of applicants in the market of educational services, in order to reduce the level of educational migration and professional and qualification imbalance, as well as to fill the staffing needs of the region. The agent-based approach is the most appropriate tool, since it allows you to simulate the process of choosing a specialty or university by applicants, and also makes it possible to introduce state measures to influence the behavior of applicants in the model, in order to minimize structural and qualification imbalances in the labor market.
