The article presents the author's view on the process of developing an enterprise personnel management strategy, as a means of systemic integration of measures to realize the potential of the labor resources that make up the enterprise personnel. Attention is focused on the need to include in the personnel management strategy measures for adapting personnel policies to the dynamic external environment and its adverse impact on the internal processes of the enterprise. As the main tool for managing the enterprise's labor resources, competency models have been identified that involve a systematic reflection of the personnel potential for the chosen business model.
