Strategy for the development of industrial enterprises based on management of innovation and investment projects in the conditions of the digital economy

Standard approaches to the development of innovation: tax incentives, preferential lending under government guarantees, development of supporting infrastructure; guarantees for the protection of intellectual property rights, support through government orders in modern Russia do not give the expected effect. The reason is that what is primary is not infrastructure, not guarantees, or even investments, but the intellectual and technological components, popular ideas that solve real problems that are equally in demand in the economy. Against the backdrop of limited demand for innovation and an extremely aggravated shortage of specialists, solving innovative problems is difficult. At the same time, innovation should be understood as the pioneering development and/or commercialization of previously unused highly efficient technologies, and not the equipping of a Russian enterprise with the latest, mainly imported, equipment. This approach is aimed at changing the trend of catching-up development in favor of its advanced version.
