The article proves that the system of development of professional competence of local government personnel should include the concept, program and organization of the educational process. Passing by all levels of local self-government bodies of the listed stages of improvement of professionalism of personnel potential will promote more qualitative and effective solution of territorial tasks on creation of favorable conditions of activity of the population.
