In the context of the active transformation of economic relations due to structural and technological shifts and digitalization, constant challenges and interventions of the world economic community, affecting the production, technological and socio-economic parameters of business entities, the basic approaches to understanding various economic categories are changing. It requires development of new solutions that can ensure high-tech production and increase the competitiveness of products of Russian organizations. The research in the field of the formation of the optimal structure of the personnel potential of territorial entities is becoming relevant and significant, since the implementation of the state economic policy of Russia is not possible without an effective personnel management system. The object of study was the process of personnel policy formation at the level of territorial entities. The purpose of the study is to generalize the main directions of the formation of personnel policy to improve the strategy to ensure the professional replacement of the economically active population of the region and the transfer of professional experience. The scientific article discusses topical issues of the formation of the region’s human potential, focuses on the need to formulate a coherent strategy for managing labor resources based on the stated priorities of socio-economic development. The basic approaches to calculating the predicted changes in the number of economically active population are presented and recommendations are developed for building a policy for the provision of educational services by educational institutions in the region. It is proved that during 2021-2028 the current demographic situation will not adversely affect the possibility of forming the personnel potential of the region. It is proved that the most important directions in the formation of the personnel policy of the region is the creation of institutes of continuing education, the development of differentiated approaches to the formation of a retraining system taking into account not only the needs stated by the labor market, but also the professional and psycho-physiological characteristics of potential consumers of educational services.
