Strategy for the implementation of digital financial assets in the Republic of Abkhazia: an institutional and legal analysis

The article examines the institutional and legal prerequisites for building a digital financial infrastructure in the Republic of Abkhazia. Particular attention is paid to the concept of the digital apsar, to the prospects for introducing digital financial assets, to the use of blockchain platforms, to the tokenisation of property rights and to the creation of regulatory sandboxes. An analysis of the current legislation reveals regulatory gaps that hinder the digital transformation of the financial system; step-by-step recommendations for their elimination are proposed. The results can be used in drafting national policy documents in the field of digital finance.
