Stream as a threat to public health and public morality

Russian legislation in the field of organizing and conducting gambling does not keep up with the changing social situation and the development of global trends. The situation is aggravated by the mass popularization of the social phenomenon of “online casino streaming”, which is gaining momentum every year, as well as the interest of young people in the activities of the “casino streamer” itself. This is happening due to the demand for streamers in cyberspace, the high level of income of streamers known in the gaming environment, the desire of the younger generation for financial independence, freedom, “easy money”. Representatives of the gaming industry actively use the services of streamers in order to draw attention to the activities of online casinos and bookmakers. The main task of the streamer is to attract as many players as possible, and his earnings are in direct proportion to the losses of his fans. The author explores the concept of online casino streaming as a threat to public health and public morality, drawing the attention of the legislator to the gaps in the legal regulation of Russian legislation. The author proposes to start solving this problem by defining the legal definitions of “gaming stream” and “gambling streamer”.
