This article examines the construction and modernization of the hotel industry as a factor in the development of the resort city of Sochi. Along with other factors (balneological, environmental, geological, and others), this development has influenced its emergence as a model resort cluster. Currently, Sochi is one of the most important tourism and recreation areas for Russian citizens. During and after the 2014 Olympic Games, significant financial resources were allocated to the development of the city’s construction base, infrastructure, and hotel and tourist complexes. In this regard, Sochi’s historical experience is of interest, as the Soviet leadership paid as much attention to the resort city as the Russian Government does today. The study utilized a systems approach, principles of historicism, scientific objectivity, and narrative and analytical methods. It is concluded that by the end of the study period, the hotel industry had become a significant source of income for the city but required further intensive modernization and expansion.
