Construction as a subject of local powers authorities in Russia: historical aspect

The article examines the main trends in the development of the legislative framework in the field of construction in relation to the powers of local authorities. The relevant legal acts of both the Russian Empire, the USSR and post-Soviet Russia are analyzed, generalizations are made, and assessments of the application of building rules are given.
