Structure of financial flows of the housel and utilities sector in the Rostov region

Understanding the structure of financial flows within the housing and communal services sector is a necessary step towards studying the multiple problems of this sector at the regional and municipal levels in Russia. The article deals with organizations and programs that ensure the maintenance and modernization of public infrastructure facilities that are in a disappointing state. Also, the use of the PPP mechanism in the Rostov region is considered and the most crisis areas are identified.
