Structure, functions and activity of Sevastopol Soviet institutions in1921-1925

Using unpublished archived materials, the article deals with the structure, functions and activity of Sevastopol city Council during the first years of new economic policy (1921-1925). City Council was elected in Sevastopol on 1st July 1921 after abolition of extraordinary governing institutions that were presented by Revolutionary Committee. The Council consisted of 200 deputies and it reflected a social structure of the population of Sevastopol. However, the election of city Council did not lead to essential changes in city rule. The process of bureaucratization and alienation of workers from the state authority, which began in Soviet Russia after the October Revolution in 1917, impacted city Council activity, power functions of which were delegated from its collegial body to the executive committee and presidium. After analysis of the attempts to “revive” Council’s activity by organization of on-set sessions, creation of deputy sections, administration punishment of deputies who failed to attend the sessions etc., the author came to a conclusion that those measures were directed against some symptoms of increasing bureaucracy and did not solve the problem.
