The structure of public power in Russia: problems of formation and development

The article analyzes the problems of common approaches to the for-mation and development of the system and structure of public authorities. The main conditions and principles on which the system and structure of public authority in Russia are built are considered. The author concen-trates on the consideration of two levels of public authority - state and municipal authorities, raising the problems of both delimitation of competences and powers between the Russian Federation and its constituent entities, and delimitation of powers between state authorities and local self-government.
