The Russian Federation food market structuring as a mechanism to stabilize prices and improve the products quality in the field of state and municipal procurement

The relevance of the research issue is confirmed by the fact that, according to the Rosselkhoznadzor, of the total volume of dairy products examined in 2018-2019 every fifth product is counterfeit. The above problem is relevant for the customers of the Krasnoyarsk Region, but the practice of existing procurement does not contain its solution. The purchase of goods to meet state and municipal needs has recently received not only a wide public response, but also priority attention from legislators. The main objectives of the Federal Law of 05.04.2013 No. 44-FZ "On the contract system in the field of procurement of goods, works, services to meet state and municipal needs - increasing the efficiency and effectiveness of procurement of goods, works, services, ensuring publicity and transparency of procurement, preventing corruption and other abuses”. The contract system in the field of procurement of goods, works, services to meet state and municipal needs is a set of procurement participants and their actions aimed at meeting state and municipal needs. Improving the procurement system is one of the tasks set by the President of the Russian Federation in the May Decree "On national goals and strategic objectives for the development of the Russian Federation for the period up to 2024". The article highlights the sectoral specifics of the Russian food market and proposes a concept for solving the problem of stabilizing the food market and the quality of products purchased for state and municipal needs in the Russian Federation.
