Structural imbalance of Russian institutional system as the factor of small business development stagnation

There are presented the results of a research of institutional environment of Russian small business development. It is shown that structural imbalances are historically peculiar for Russian institutional environment, both for a development level and the proportions of presence in the economy of the institutes typical for X/Y institutional matrices. According to the author, at present the second type of imbalance of the institutional environment remains the key problem for the development of Russian small business.
