Subjects of planning of regional law drafting activities in the Russian Federation

The subject of research in the article are the subjects of planning regional law drafting activities in Russia. The paper contains an analysis of the subjects carrying out preparation of draft bills and legislative activities, and also identifies those who carry out these activities on a planned basis. Particular attention is paid to the relationship between the subjects of planning law drafting activities and the subjects of the right of legislative initiative. Conclusion dwells upon the fact that the lists of these subjects are not identical, partially overlap, but do not correlate with each other as a part and a whole. The study also analyzes the differences between two groups of subjects of planning law drafting activities: those who are subjects of the right of legislative initiative and those who do not have this right. Attention is drawn to the key place of parliament in the system of subjects of planning law drafting activities. The necessity of using an integrated approach to planning regional law drafting activities in Russia is substantiated.
