Subjects of law of legislative initiative: classification problems

It should be noted that researchers with due time made attempts to study certain types of subjects of the law of legislative initiative, but a comprehensive study using the latest federal and regional legislation has not been conducted. Using general scientific and private scientific methods, the article studies the problem of identifying not only the types of subjects of law of legislative initiative, but also their classification. Based on the results of the study, we can come to the conclusion that the subjects of the law of legislative initiative include not only federal, but also regional ones, which are divided into "general subjects" defined by federal legislation and "special subjects" established by the subject of the Federation independently. The conducted research has shown that "special" subjects of the law of legislative initiative practically do not take advantage of the opportunity to initiate the regional legislative process. The results of this study can be used for further study of the topic. Some of the provisions and conclusions that the authors came to can be applied in the development of regulations of subjects of the Russian Federation or amendments to them.
