Support of the development of the export of deep conversion of grain in the region

There is no conventional methodological base used for the analysis and forecast researches of development of international trade and foreign trade activity of separately taken country or the region in the world, however many largest corporations and the companies, the national and international economic organizations, in particular by the WTO, the IMF, IBRD, OECD, etc. are involved in it.

Effective functioning of economy is possible on condition of forecasting and planning of its development and an effective management system by export and import. In market economy resort more often to the term "regulation" because the state aims are used more indirect levers of impact, instead of straight lines of subjects of managing, administrative for creation of bigger degree of freedom of activities.

Using forecasting methods, the trend model (Y =43,532t – 22,258, the coefficient of determination has made - 0,880), the expected values has been determined and further prospects of cooperation with the main trading partner – Azerbaijan are determined: mainly opportunities in building-up of an export potential in the region on such goods as cereals.

According to the received forecast and in the conditions of the situation which has developed in the last year connected with imposition of sanctions against Russia and response prohibitions concerning the states using them the size of the exported products to Azerbaijan can increase considerably. According to the researches the export surplus on commodity group "Cereals" is expected. Sizes of the exported products by 2018 will increase by 51% or 110,6 million US dollars (in 2013 export of cereals constituted 215,4 million US dollars) and will reach the size of 326 mln. dollars.

In case of the tendency (application of economic sanctions) which has developed in recent years the surplus of the imported products will depend on a foreign trade policy of Russia and needs of people for goods and products of the country. However it should be noted that this tendency is not rather steady and requires the additional analysis with the advent of new data.

Besides, the situation in the world and development of arrangements with Azerbaijan, makes the relations with regions of the country closer and fruitful.

Considering the expected export surplus on commodity group "Cereals" to Azerbaijan by 2018, there is a need of maintenance of regional policy on production with high extent of conversion and to the development of export transactions in the region.

The perspective directions of export will be connected with production and conversion of grain on a gluten (gluten), starch, glucose syrup, yeast, compound feed and macaroni as now deliveries of these goods to the foreign markets are insignificant.

The state measures for assistance of development of export to areas of production and conversion of products in Stavropol Krai must be next:

• 1.    Strategy of development of food and processing industry for the period till 2020 in which the purposes, tasks and the main directions of development, including, the flour-grinding industry are determined. In particular, Strategy provides implementation of the state support of upgrade of the domestic flourgrinding enterprises, development of infrastructure of the market of grain and products of conversion of grain, including, receipt of flour with the high content of protein.

• 2.    Within the State program of development of the agricultural industry and regulation of the markets of agricultural products, raw materials and the food for 2013-2020 rendering the state support of construction of facilities on deep conversion of high-protein crops is provided (soy, wheat, rye, corn, colza, chickpea and a sorghum).

• 3    Activation of work on selection of the investment projects providing construction of facilities on deep conversion of high-protein crops on which subsidies from the federal budget are provided to budgets of subjects of the Russian Federation on compensation of part of costs for interest payment on the credits obtained in the Russian credit institutions.

• 4.    Expansion of use of tools of a financial support of export of products of deep conversion of grain.

The Russian export credits insurance agency and investments to which a number of financial products are developed for the Russian exporters of products of deep conversion of grain shall become important institute of a financial support of export:

• a)    All-inclusive insurance of an export business volume which is intended for the protection of interests of the Russian exporters performing repeated

deliveries of products of conversion of grain with a payment deferral till 1 year (the insurance coverage can extend to all goods turnover or to deliveries to the advantage of a certain portfolio of partners).

• b)    Insurance of a commercial credit to the foreign buyer of the Russian products according to the specific transaction for the purpose of protection of interests of the Russian exporters or creditor banks performing trade financing under the specific export contract which is carried out on the terms of a short-term, medium-term or long-term export loan.

• 5.    Carrying out by the Ministry of Agriculture of the Russian Federation together with the Federal Service for Veterinarian and Vegetation Sanitary Supervision of the analysis of quality requirements and safety of products of deep conversion of grain in the foreign countries which are producers and importers of these products.

• 6.    Development of technical regulations of the Customs union by the Ministry of Agriculture of the Russian Federation on products of deep conversion of grain.

• 7.    Promotion for the export of products of deep conversion of grain within the bilateral intergovernmental commissions on trade economic cooperation.

• 8.    Providing favorable conditions for the access to the foreign markets.

Liberalization of conditions of international trade and financial economic crises of the last years have led to expansion of a range of the protectionist measures used by the states for the purpose of protection of national producers. For the purpose of counteraction to such measures in the Ministry of Economic Development of Russia the system of providing favorable conditions for activities of the Russian operators foreign trade activities in the foreign markets are created.

Actions for identification of the measures of a trade policy, joint with business, exerting a negative impact on access of the Russian goods, services and investments to the foreign markets and also for the development and implementation of actions for their elimination or liberalization on the basis of liabilities of trading partners to the Russian Federation are the basis for this system.

It is necessary to distinguish the high level of the import protection from the measures exerting a negative impact on access of the Russian products of deep conversion of grain to the foreign markets; use of the mechanism of tariff quoting; the burdensome systems of import of products operating in some states and also technical and administrative measures of regulation of trade.

The government of Russia performs the state support of export of an industrial output, using trade and economic, organizational, financial and information and consulting instruments.

The developed system of measures of the state support pursues the following aims: ensuring competitive advantages, support and protection of interests of domestic exporters in the foreign market, growth of economic potential and increase of a share of high-technology and knowledge-intensive products in a total amount of the Russian export.

A financial support of export is measured to the state support; expansion of access for the Russian exporters to the foreign markets; the organization of exhibition and fair activities at the international exhibitions are measured to the state support.

In the Ministry of Economic Development open Internet access is provided and the information retrieval system public "Export opportunities of Russia" is created. This system provides to a wide range of the Russian users information on an environment of the foreign markets, offers and requests of the foreign companies passing abroad the international tenders, exhibitions and fairs and also on the legislation of other countries, requirements of the WTO, conditions of access to the markets, activities of the Russian representations abroad; access to proposals of the Russian exporters is provided to foreign users. Creation of a network of open access is a form of information and consulting support of the Russian export.

Application by the entities – exporters of all methods of support offered by the state will allow to increase deliveries of products with deep extent of conversion by the foreign markets, and also to Azerbaijan.
