Essence and significance of the “Platon” fee collection system

In order to improve the quality of highways, the country’s leadership is taking appropriate measures, one of such measures is the introduction from October 2015 of tolls on federal roads for vehicles weighing over 12 tons the toll collection system was called “Platon”, that is, payment per ton. In the presented article, the authors reveal the content of the “Platon” toll collection system, the procedure for its legislative regulation; provide a list of vehicles exempted from the payment of these payments. Based on the study of legislative acts regulating the amount of payment to the Platon system, and comparing the dynamics of Russian tariffs with the tariffs of individual countries, the authors come to the conclusion that domestic ones are the lowest. The authors of the article also focus on the key role of the Platon system in improving the road infrastructure due to additional receipts of funds to the federal budget of the country, in addition, the use of this system ifies corruption schemes. The paper presents the main advantages and disadvantages of the “Platon” system, it is noted that one of the negative aspects of which is the fiscal nature of the collection of payments. In order to improve the toll system, it is proposed to take into account the class and weight of the cargo when setting the size of the toll.
