The essence of inter-municipal cooperation

The article considers the essence of inter-municipal cooperation as a tool for the development of territories. It is shown that inter-municipal cooperation should be considered primarily from the point of view of achieving benefits for residents of the territory, which implies the development of inter-municipal cooperation, primarily in the form of individual projects that contribute to the achievement of private goals in the field of solving local issues. The necessity of the implementation of inter-municipal cooperation projects is justified if there are preconditions for this, consisting in the existence of ties between the territories or the existence of a real need for their formation. The condition of proximity of territories is noted as a significant requirement for the development of inter-municipal cooperation projects. The conclusion is made about the need to develop inter-municipal cooperation in the presence of prerequisites not only from the local authorities, but also from the local community.
