The article considers the peculiarities of the organizational culture formation, its problems and possible ways of their solution. Important areas of organizational culture in the customs are: the relations that develop between employees in the performance of official duties; trends in the development of the management system, corresponding to socio-cultural changes in society. To the specific features of the organizational culture of the customs authorities include: the techniques of adaptation and cohesion of the staff, beliefs, traditions, slogans, language (slang), customs, anything that promotes the transmission of cultural values and norms to employees.
