Freedom of conscience and religion as principles of a democratic state

The article examines the meaning of the concepts «freedom of conscience» and «freedom of religion», defines their constitutional and legal meaning. The author's definitions of these concepts are offered, taking into account the constitutional provisions. Much attention is paid to the analysis of special legislation regulating the issues of ensuring rights in the spiritual and religious sphere. The author comes to the conclusion that the proclamation of Russia as a secular state does not mean rejection of religion, but non-interference of the state in the religious organizations’ activities and the right of everyone to independently determine their attitude to religion.
