Timeliness of the implementation of legal requirements as an essential feature of implementation of the rules of law

Usually in the legal literature the concept of the considered state and legal phenomena is revealed through the allocation and characteristics of its features, making it possible to distinguish one phenomenon from other ones, even if they are adjacent. However, the usual practice is that neither scientific nor academic publications do not distinguish the characteristics of the implementation of the rules of law. The author of the article, adhering to a generally common scientific approach, considers it possible and necessary to reveal the concept of the implementation of the rule of law, identifying and describing its charac- teristic features. In this regard, timeliness of the implementation of legal requirements is characterized and substantiated as one of the significant and distinctive feature of the implementation of the rules of law by the author of the article.
