SWOT-analysis of development of sphere of small and average business of Sverdlovsk region at the start of the "five development years"

The article is devoted to the study of the current conditions of functioning of the sphere of small and average business of Sverdlovsk area, and also prospects of its development. To identify threats and opportunities for the development of the studied sector, the author of the article attempts independent development of complex application of such a progressive analytical tool for strategic planning as the matrix of the SWOT analysis. In conclusion, the article concluded that adjusted formulations in the preparation of the article data of the state policy on ensuring a favorable business climate at the level of the Sverdlovsk region, its adaptation in the region and the municipalities, will contribute to solving the problems that hinder the transition of small and medium enterprises of the Urals on higher quality and high level of development.
